There is a moment I want to save you from.

You are sitting with a map. Maybe it is the one on a licensure compact website, maybe it is a screenshot someone posted in a Facebook group. Your state is colored in. The state you are moving to is colored in. You feel that little lift in your chest that says the hard part is handled, and you start looking at apartments.

Six weeks later you find out the color on that map meant your legislature passed a bill. That is all it meant. There is no license. There is no privilege. There is nothing to apply for yet.

I want to slow this down, because the distance between "my state joined" and "I can legally see a client there on Tuesday" is wider than almost anyone tells you, and it is the single most expensive misunderstanding I see therapists make when they start planning a life on the move.

There are three stages, not two

Most coverage of licensure compacts treats this as binary. Your state is in, or your state is out. That framing is where people get hurt.

There are actually three separate stages, and a state can sit in the middle one for years.

Licensure compact stages compared. Enacted and implementing are greyed out and marked you cannot see clients. Operational is highlighted in green and marked you can see clients.
Enacted is a promise. Implementing is a wait. Operational is a permission.

Stage one: enacted. Your legislature passed the compact into law. This is real and it matters, but it changes nothing about what you can do this week. It is a commitment to participate in something that does not exist operationally yet.

Stage two: implementing. The compact commission is building the machinery. Data systems, rulemaking, background check infrastructure, fee structures, agreements with individual state boards. This stage is slow and it is invisible from the outside, which is exactly why people skip past it.

Stage three: operational. You can log in, apply, pay, and receive an actual authorization to practice. This is the only stage that lets you see a client.

When you read that a compact has been "enacted in 35 states," you are reading a stage one number. It is a legislative headline. It is not a practice permission.

Where things actually stand right now

Here is the current picture, and I want to be specific because vagueness is what got us into this.

The Counseling Compact is operational and issuing privileges in nine states. As of early September 2026 those states are Arkansas, Arizona, Georgia, Indiana, Louisiana, Minnesota, Ohio, Tennessee, and Wyoming. Two of those are brand new. Wyoming went live August 31, 2026 and Tennessee went live September 1, 2026. Roughly twenty-nine more states plus Washington DC have enacted the compact and are working toward implementation, which means stage two. Pennsylvania is expected later in 2026.

If you are an LPC in one of those nine states, this is genuinely good news, and the process runs through the CompactConnect system. One note that catches people: if you are still accruing supervised hours toward full licensure, you are not eligible for a privilege regardless of what your license is called.

PSYPACT is operational and still expanding. It remains the most mature of the three. Alaska's participation takes effect September 20, 2026. Iowa's takes effect July 1, 2027, which is another useful reminder that an effective date and a today date are different things.

The Social Work Licensure Compact is not issuing multistate licenses. Not in any state. Not yet. It has been enacted widely, and depending on which source you read that number is somewhere between thirty and thirty-five states, and the compact has reached activation status. But the official compact site describes an implementation process of twelve to twenty-four months before multistate licenses can be issued, and ASWB has been consistent that this will take time.

I am an LCSW. I want to be very clear about what that means for those of us in social work: if you are planning your next twelve months around a multistate social work license, you are planning around something that does not exist yet.

Notice that I just gave you three different state counts

I want to point at something, because it is the practical takeaway of this whole article.

While researching this piece I found reputable sources reporting the Social Work Compact at seven states, thirty states, and thirty-five states. All three were published in 2026. None of them were lying. They were counting different things: states that activated, states that enacted, states that enacted including those with delayed effective dates.

This is why I will not give you a map. Any map I publish today is a snapshot of a moving thing, described by whichever definition its author happened to pick. If you make a licensure decision off a secondary source, including this one, you are making it off someone else's definition.

Go to the primary source. Every compact runs an official site with a current status page: the Counseling Compact and the Social Work Licensure Compact both publish theirs. Your own state board's site is the other half of the answer. Those two together are the only thing I would move countries on.

Why this hits traveling therapists harder than anyone else

A therapist in a fixed office reads a compact update as a nice future possibility. If it slips a year, nothing in their life changes.

When you are location independent, licensure is not a background detail. It is the constraint that determines where you can physically be, for how long, and what you can bill while you are there. A compact that slips from "issuing this year" to "issuing sometime after next year" is not a news item for you. It is a lease you should not sign, a flight you should not book, a client you should not have accepted.

The therapists I have watched get into real trouble were almost never careless people. They were careful people who read a headline that used the word "enacted" and reasonably assumed it meant something had opened.

What to actually do instead

Anchor on your home state license and treat everything else as additive. Your home state license is the thing that keeps working while compacts take their time. Protect it, keep the address requirements clean, and do not let it lapse because you are excited about something that has not launched.

Get individually licensed in the states that actually matter to your caseload. It is slower and it costs more and it is the only approach that is fully within your control. If two states hold most of your clients, get licensed in those two states and stop waiting. I walk through what that process actually involves in state licensing for online therapists.

Ask a different question when you check on a compact. Not "is my state in it." Ask "can I submit an application today and receive an authorization." That question has a yes or no answer and it cannot be misread.

Recheck before every move, not once a year. Two states went operational in the last eight days. This landscape moves faster than your planning cycle does.

Write down what you verified and when. A one line note with the date and the source URL takes ten seconds and it is what protects you if anyone ever asks how you concluded you were authorized.

What this article cannot do for you

This is a general explanation of how compacts are structured and where three of them stood in early September 2026. It is not legal advice, it is not current for any date after publication, and it does not account for your license type, your state board's specific rules, your payer contracts, or your situation.
